The Foxit PDF Reader allows you to add annotations and comments as well as the ability to extract text and graphics.

The Ribbin Interface is inspired by Microsoft Office, so you can instinctively know where to find the impressive range of tools. Tabbed browsing makes it easy to work with multiple PDF files at once, and as an extra, there are some nice details like filling out forms.
